NPCs are largely in the background - they're busy running things, after all! For game balance, the following NPCs are not available to be played as characters in the game. They are present, and characters may mention them and say they've interacted with them, but they cannot be apped.
Commander Kamado is in charge of the whole operation. While he is lukewarm towards the idea of housing so many strangers from beyond space and time, he's not a monster. He won't leave them to their fate, but is not afraid to cast them out if they overstay their welcome.
Captain Cyllene is the head of the Survey Corps, and their orders often come from her directly. She is stern and strict, but believes that actions speak louder than words when it comes to the new arrivals.
Professor Laventon is the go-to for all things regarding the study of Pokémon. He can answer most questions about them, their care, and their observable qualities in the field.
At this time, neither Clan is getting involved in this ordeal, and as such won't be listed yet. This will change! When it does, the Wardens and Leaders of these Clans will actually be appable, but will require additional mod approval before they can be played in game.
